Leave Harmful and Ineffective Anti-Immigrant Enforcement Measures Out of Economic Stimulus

The House Appropriations Committee made a serious mistake when it approved an amendment to the stimulus bill (the American Recovery and Reinvestment Act of 2009) that would require all businesses and other public or private "entities" that contract to receive money from the stimulus package to use the flawed federal Basic Pilot/E-Verify program.  This will not only delay use of stimulus funds, but will hurt millions of workers.  It should be stripped from the bill.

The amendment represents a massive expansion of the E-Verify program.  As has been well documented, the E-Verify program is deeply flawed, inaccurate, and subject to substantial employer abuse.  Bottom line - it is not ready for a massive expansion and definitely not in times of economic crisis.  

 

The E-Verify provision in the stimulus will:

•    Harm workers who are either falsely denied work or are targeted by employers abusing the E-verify program;
•    Create substantial new burdens for businesses, especially small businesses, at precisely the wrong time;
•    Send the wrong signal to new voters that the Congress prefers to play politics by enacting symbolic and ineffective immigration "enforcement" measures over serious and effective economic stimulus or serious immigration reform.

ACTION NEEDED

1.    Call Speaker Nancy Pelosi (head of Democratic Leadership) at 202-225-0100.

2.    Call Chairman Obey (chair of the House Appropriations committee) at 202-225-3365.

3.    Call Democrats who sit on the appropriations committee if you live in their state (see below).

4.    Tell them:

•    You are extremely disappointed that the E-Verify requirement was included on the Stimulus and you want the provision stripped from the bill.

•    Including E-verify in the stimulus package completely undercuts the purpose of the bill and will only be counterproductive for American business, workers and the economy.

•    Real solutions to our economic problems and immigration reform should be approached seriously and separately.

•    The flawed E-Verify program's database errors will wrongly workers their jobs.

FAIR (the Federation for American Immigration Reform) just sent out an alert to its very active network to call committee members in support of this provision.  We need to counter their calls.

Dear friends and partners for immigrant rights:

Thanks to everyone who has joined the Open Letter to President Barack Obama. Over 3,000 people from all over the country have signed the letter to urge our new President to move swiftly to end immigration raids, suspend detentions and deportations, and commit to fair and just immigration policies and practices.

The deadline for signatures to the letter has been extended to Friday, Jan. 23 at midnight, Pacific Time, so if you haven't signed the letter yet, you can still do so here. This is also your chance to ask your friends, family, co-workers and colleagues to read and sign the letter -- so please forward this message!

After the moving Inauguration that many of us witnessed in this country and around the world, we are all eager to move forward. As President Obama said in his inaugural address, the time has come "...to choose our better history." This letter and other initiatives in the coming weeks and months are just initial steps towards writing that "better history" for all of us, including immigrant communities around the country.

On Tuesday, January 27, NNIRR will formally release the letter to the President and will convene a tele-media conference featuring the the voices and stories of immigrants whose lives are in turmoil due to unfair and even brutal treatment by immigration enforcement authorities. Dear friend,

 

Please join us in congratulating Barack Obama for his election to the presidency of the United States - and to urge him support the human rights, safety and well-being of immigrants and refugees.

We will be collecting signatures to an "Open Letter" to our new President until January 15. Please add your name to this letter, which will be released prior to the Inauguration on January 20.

 

The road to immigration reform will undoubtedly be long and complicated, but we are cautiously optimistic that immigration reforms are on the horizon - if we continue to organize and keep the pressure on the Administration and Congress. We must make our voices heard and demand that any reform ensure full protection of human rights, rights of workers and family reunification.

 

As a starting point for a genuine, rights-based immigration policy, we are urging the new President to end the cycle of punishment and abuse against immigrant communities, by stopping raids and suspending detentions and deportations.

 

Among the proposals to the new President, we ask him to:

  • Support a legalization program without burdensome barriers for immigrant workers and their families;
  • Uphold family reunification as a core principle for U.S. immigration policy;
  • Restore and preserve due process rights, to ensure equality before the law for all persons, regardless of immigration or citizenship status;
  • End the criminalization of immigrants, including problematic employment verification requirements; local police collaboration in immigration enforcement; and indefinite and mandatory detention;
  • Roll back and end the militarization of the U.S.-Mexico border.

All of our voices and efforts are needed to usher in a new era of opportunity and justice! Read the entire letter to President-elect Barack Obama here and join us in making this a banner year for immigrant rights!
